Here’s what’s coming for companies like yours

Bill · House of Lords · third reading Mon 2 Nov 2026
Cyber Security and Resilience (Network and Information Systems) Bill
The Bill widens the UK’s cyber security rules to cover more of the digital supply chain, including data centres and companies that run IT for others. It reaches its final Lords stage this week.
For you: if other businesses run on your AI or software, check whether you’d count as a supplier they depend on. New duties and incident reporting could follow.
Seam tracks every stage of the Bill for you →
HM Treasury · payments, and cryptoassets in the Lords on 10 Nov 2026
Modernising Payment Services Regulation
Treasury is rewriting the payments rulebook for tokenised payments, Open Banking and agentic payments, where AI agents pay on someone’s behalf. Its consultation closed on 6 October. Separately, new cryptoasset regulations come before the Lords on 10 November.
For you: if you build payments, open banking or agent products, the rules you’ll be licensed under are being written now. Seam shows you when the government responds.

Health Bill · House of Lords · committee stage Tue 3 Nov 2026
New MHRA powers, including a future licensing regime for medical devices
The government added three amendments to the Health Bill: wider powers for the MHRA to share information, easier updates to medicines and devices law, and powers to build a medical device licensing regime. Nothing changes straight away; each measure needs more consultation.
For you: if you make a device or diagnostic, a licensing regime would sit on top of today’s approvals. The consultations that shape it come next, and you’ll want to be in them.

Ofgem · proposal published 17 Sep 2026 · decision due later this year
A commitment fee to clear the battery connections queue
Ofgem plans to approve a fee for battery storage projects waiting for a grid connection: from £3,000 per MW, rising to £25,000 per MW if the queue stays badly oversubscribed.
For you: if you develop storage, that’s a new cost to hold your place in the queue. If you need a connection for anything else, a shorter queue could help you.

Done for you
Make your case
Tell Seam what you want from government in a sentence. We plot the path and guide you through every step.
“We need to hire AI engineers from abroad, faster.”
- Who decides
The Home Office. It updated the Skilled Worker rules on 3 August 2026 and the Global Talent guidance a day earlier.
- A route you may have missed
Researchers funded by a UKRI-endorsed funder get a faster route to the Global Talent visa, which needs no employer sponsor. The list of endorsed funders was updated on 4 September. Check it before you hire.
- Who they hear from
Former Business Secretary Peter Kyle met Startup Coalition and ten AI and tech start-ups on 11 May 2026. Seam shows who else is in that room.
“We want more PhDs trained in our field.”
- Who decides
UK Research and Innovation’s research councils, through Doctoral Landscape Awards to universities. The latest were awarded in March 2026.
- How companies get in
Co-fund studentships. The National Physical Laboratory commissioned two PhD programmes with Strathclyde and King’s College London in August 2026.
- Who’s asking
On 9 October an MP asked the Department for Education about cutting student loan interest during funded PhDs. Seam drafts your evidence for when the answer lands.
“We want to sell to government.”
- Who decides
Each department. Defra, HMRC, DfE, the Ministry of Justice and DCMS all published small business action plans in the last week of September 2026, with spending targets to 2028.
- Who already buys
Seam shows which public bodies already pay firms like yours, and every open tender that fits, so you know where to start.
- A door to knock on
The Ministry of Defence runs a Defence Office for Small Business Growth to bring smaller firms into its supply chain, raised in Parliament on 12 October.
“We want the new founders’ relief to cover companies like ours.”
- Who decides
HM Treasury. On 28 October it proposed a 10% Capital Gains Tax rate for founders and early investors, on up to £10 million of gains, from April 2027.
- Who they heard
A senior Treasury official met Startup Coalition and Atomico on 8 June 2026. Ask the Coalition to carry your evidence too.
